It certainly is. Layla's body temperature is around 58.6 °C or 137.5 °F. Not quite hot enough to scorch one's fur to a crisp, but definitely enough to cause 1st or 2nd degree burns I think. She must have cooled her maw down with ice prior to letting Zero inside so that she doesn't burn him.
But she CAN scorch his fur if she accidentally breathes fire, which she can actually do.
