A higher-up made this suggestion. I was already editing and publishing the bi-monthly unit newsletter on my nickel for many years. However, few were reading it. Some did look at the pictures though. One staffer was actually handing them out as recruiting literature, though there were pamphlets on hand just for that purpose.
