David Oaks was a disgraced general from the town of Brisa Creek, whose duty was abruptly cut short over his continuous drinking on duty, in span of several years. However, it was mostly due to grieving the passing of his late wife with a terminal disease. In fact, such tragedy was so overwhelming that he couldn't do the job properly, neither could he even look after his own son. Despite being aware of his own addiction, he instead put a blame on the military, insisting that they should be more sympathetic towards what he had been through. His superiors had actually been considerate with such a case, but couldn't keep letting him run as a general at his own son's expense through negligence. David didn't want to care and instead resorted into stealing weapons and ammunitions from his now-former arsenal in retaliation, but then stumbled upon some big and muscular canines showing themselves off and bragging about how they became like this. David wouldn't initially care but then became intrigued and curious upon learning about the MALAKAS Project, the city government program that performed muscle growth serum towards civilians and soldiers alike. After having spent days researching about that project, he decided to force his son to join the project for few months and then steal as many serums as he could before the end of his stay. Few months passed and David's son (now the Super Soldier) had accomplished what he originally said, and so David injected himself, turning into the Super Soldier. David had never felt so pleased since his wife's passing and so spent few months forming the clan of his own, alongside his own son, his several friends, lackeys and other beavers moved by his words. He would eventually form the new empire of Brisa Creek, dominated by beavers, although not all of them were Super Soldiers.
On the other hand, Peter Oaks was David's emo son and the only child. Despite that, Peter had been resenting his father prioritizing his dead mother over him for several years. Not only that, he also had to endure many moments of bullying and humiliation in his local high school, up to the point he became violent and nearly killed his bullies, furthermore he literally threatened to off their parents unless they willingly stopped. That thought put up into practice pretty well, but his actions only made all of his school mates and their parents avoid or loath him, not even any school staff would dare to help him despite a possible urgency in Peter. Such an incident was the last straw for the local military, who kicked out David Oaks out of disgust for willfully neglecting his own son for years. However, he had few friends who strongly remained empathetic to his misery, acting as his safe and comfort zone, thus preventing him from ever slipping into depression. But that wouldn't last long either, because his father wanted him to join the MALAKAS Project against his will. This then evolved into the case of domestic blackmail, where David promised to treat his son better and more actively, if and only if he would stay in the mountain base for few months, he additionally tasked Peter to steal a dozen of muscle growth serums. Of course, Peter wouldn't budge, still obviously angry at his own father, but David couldn't take no for the answer and instead enclosed him in a hard crate bound for the mountain base, where Peter would eventually have no choice but to do what his father said. While Peter could be an additional entry to the MALAKAS Project Database, his involvement was too obscured to be included for few reasons: (1) Not doing anything impactful neither relevant that anyone would remember, (2) No past history of either Peter nor his father brought up, and (3) A dozen of emo recruits present as well. Eventually however, his father's superiors caught word from anonymous tips and alerted the project's higher-ups, but that was only a day after Peter had departed from the mountain base. Meanwhile, Peter would serve as his father's right-hand man and co-leader of the new Brisa Creek empire, much to the former's dismay, owing to his lack of leadership.
Cooper Sands was David's friend who had just retired as the chief engineer stationed at Hoover Dam. Unlike David however, he left his work at amicable terms and so wanted to return back to Brisa Creek to live with his family. He also sought to use the best of his engineering skills to make numerous improvements, since Brisa Creek suffered a myriad of problems that had been troubling the beavers there, let alone infrastructure issues. One day, David brought Cooper in on his plans to use the muscle growth serum (that his son would steal from the MALAKAS Projects) to become Super Soldiers and to take over the county spanning from Brisa Creek to Santo Tomas by the coast. Although Cooper was rightfully hesitant, he decided to collaborate with David, but only out of pity and his original plans for Brisa Creek. Few months passed and Cooper took in on the muscle growth David and his son provided but also requested them not to conscript his family into David's new army, in which the ex-general reluctantly agreed. Cooper would then lead the civil and military productions for the new Brisa Creek empire, as well as its infrastructure and city services (such as water, sanitation, electricity, etc.).
Corral Rushmore was a nerdy high schooler, serving as the president of some local game club and the most empathetic among Peter Oak's only friends. She was also Peter's girlfriend, especially since when he used to be cheerful and positive. Even when he turned emo due to his mother's passing and his father's negligence, he remained friendly and close with Corral. In fact, she too was the subject of bullying, this time by popular girls. One day, the said girls attempted to destroy Corral's club when they found themselves in an unfortunate situation with Peter violently bashing his own bullies. Aware of their malice towards Corral, at some point Peter held one of the popular girl's parents at their throats with his knife, so as to discourage the said girls from bullying Corral. This prompted them to call the police instead, but several officers dispatched were disabled by Peter as well. They tried the military, but their calls were ignored by Peter's father in charge at the time, too drunk to even hear the telephone ringing. Completely infuriated and disgusted, the popular girls immediately had themselves and their parents move out of the town to get away from Peter, but because of their parents' honest contributions to stores and services alike, Brisa Creek's once stable economy plundered. And despite malicious rumors made by the popular girls about Corral in regards to that incident, many townsfolk pointed the finger at David instead, having learned the accounts from the former's parents instead. Corral's game club on the other hand remained unaffected, because its members despised the popular girls anyway. Corral was also unhappy to learn that Peter's father forcibly took him away for the MALAKAS Project, but was few months later excited yet confused to see his new form. She would remained physically unchanged until she and her club members fell charmed and influenced by David's charisma, leading them into taking a shot and becoming Super Soldiers as well. As much as Peter genuinely wanted to be proud of Corral for leading science and technology for the new Brisa Creek empire, he was annoyed that his power-hungry father served as the only addition to that equation.
Evan Newfoundland had been driving the truck from one spot to another across North America for years, until he decided to stop by the town of Brisa Creek. Beaver girls found him so attractive that he was led to become a local celebrity across the town, while the other towns found this too odd to care. Originally, he had no intention to stay since he was a vagabond, but he happened to be the only trucker available for hire, because David Oaks was seeking to form the Brisa Creek empire by literally empowering his fellow beavers with stolen muscle growth serum. While David had new scientists work on reverse-engineering and mass producing that serum, he also needed someone to delivery much of it across the town's vast territory due to majority of beavers living far, wide and scattered. Even if there were two or more available truckers, David would prefer a beaver one, and Evan Newfoundland was a match. Despite lacking history between Evan and the Oaks family, the Newfoundland beaver proved diligent in getting the job done and resourceful in understanding details on certain spots. When David's son returned home with a stolen batch of muscle growth serum, Evan became the last of David's gang to take a shot, mostly due to familiarizing with the town's territory, getting to know its people (not just beaver ladies alone), and the time-consuming reverse-engineering on the stolen serum by beaver scientists. Evan would serve on the empire's logistics, delivery, geography and cartography.
