This is supposed to be Matt from Death Note finding Mello after Mello left Wammy's at fifteen. I suppose it'd be in LA.
Either way, you should be able to see Mello and behind him, the headlights of a car, in the reflection of Matt's goggles (which are much more steampunk than in the anime).
