Internal Revenue Service, an American beaurocratic agency made by their government that was made to track, monitor, control, and enforce monetary, trade, and sales laws.
Though now a days they are known for being an overarching unconstitutional (in other words illegal) organization that steals most peoples earnings through random "auditing" at the behest of the US government. Using the bloat of the US legal system to crush those that seek to challenge their illegal acts.
In other words they are like these thieves that are robbing you here, except they carry the branding that says "property of the US government"
