This story is based on a popular trope of 80s/90s cartoons, in which the heroes and villains somehow wind up competing in sporting events. The concept here is that they've been abducted by aliens, who are forcing them to compete for their freedom. (This is more explanation than these episodes usually offer).
In this story, Staglore the deer wizard superhero and Eye-of-Newt the newt witch supervillainess compete in the Archery event. Newt uses dark magic and hypnotism to cheat.

-- The story runs on cartoon logic.
-- I know next to nothing about sports. This is just basic cartoon archery, the way it's played in the episodes this is based on. The villains cheat. Anything that doesn't make sense can be put down to "cartoon logic" or "crazy alien logic".
-- The villains use their powers outright to cheat, the heroes generally use them more defensively to counteract the cheating.
-- The story is not about the aliens and they don't actually appear.

The story was originally going to have a cliffhanger ending, with Staglore either getting his butt kicked by Newt while in his de-powered state, getting hit with an "arrow-shaped hex blast" (rather than a physical arrow) that knocked him out, or getting entrapped within the cursed medal. In any case, Newt escaped cackling and the heroes resolved to break the curse. However, the Football story also ended with Staglore KO'ed and I also have a different Staglore story that ended with him trapped in a cursed dragon egg, which I still haven't resolved, so I decided to give him a break in this one :).

Kook's feathers are powerful enough to tickle through tight spandex. However, it's even more effective without clothing in the way, so perhaps he would have taken the time to rip Hoss' top with his foot talons before he started tickling.
In the fencing story, Kook is going to remove Identity's full-body fencing uniform and the clothing beneath it to tickle her more effectively.
