The penultimate Discworld book as well as the last in both the Moist von Lipwig saga and adult books. This is Discworld book #40: Raising Steam.
Dick Simnel invented Discworld's first locomotive and Discworld is radically changed. Moist von Lipwig is hired to represent the government in management of the railway. There is a subplot about goblins being integrated into society, but the driving force is civil unrest amongst the dwarves; resulting in terrorist attacks. The railway is hired to quickly and discreetly transport the "King" of the Dwarves back to their throne to restore stability.
