Well she still believes the queen's actions are justified and that there is good reason for this area to be denied rain, even though people are clearly suffering from it. She needs to open her eyes to the harsh reality of the situation and the truth about her people/leaders
I got the idea that Saida was rather naive and didn't even KNOW most of the Queen's actions - the corruption, the collective punishments, etc., until she watched the Queen waltz into someone else's territory and take away their wings because she COULD. Over a single gem.
Maybe I answered my own question. Rey's giving Saida the sideeye as a way of saying, "THIS is what your so-called queen really is."

Exactly.
We've seen how she is about this, like back on page 53 where she claims all the body parts weren't stolen but taken as punishment from those who deserve it, or more recently on 120 where she feels there has to be a good reason for this forest to be denied rain.

XD And now she sees what her clan has been refusing to see/help with, all due to their greed and demand for worship. That is an eternal truth, sadly. Water is life. In that regard, the Quetz definitely have a monopoly. But they also have a responsibility. Here's hoping that things can be set right by the end.
