Of course Hugo is a Werewolf Gorilla but Bestia is a Bestia so turning him into a Gorilla is like being a wereape Bestia?

Hugo sure he is, he can turn himself into a wolf, werewolf, "gorilla-wolf", and anthro gorilla freely.

Bestia for the other hand. He's a monster, it share a lot with common other animals so It could be a wereform or just his monster self passing to a gorilla phase.
