We start getting everyone inside! Refugees this way, prisoners that way, let's ride out this storm nice and neat. Strive and Leon go to say hi to the government spooks, and insist we're not a threat.

The first one has a nice buildup as the song goes along, I love it when final dungeons add instruments along the way like that. If you're not to the 'incoming' part of the chapter, you can just pull back on the timeline to keep listening.

I knew I wanted something to go wrong at the end, but it took me a bit to figure out the particulars. Muster your forces! Defend what you have created. This will be your last battle on earth, and the beginning of a new age of TF!

...you literally just copied some of my descriptions from my plan for the beginning-of-chapter vote summary. I'm not sure how to feel about that. But I digress. I was definitely not expecting the end-of-act boss, but I suppose it falls to me to lay out a strategy for opposing it.
General strategy for the mutagenic dragon (and the basis for my votes): Hit hard and fast. We have only one known reliable way of damaging it, and using it will power the dragon up; we should finish it off before it has a chance to use its boosted power. That means hitting it as much as possible, in as little time as possible.
Location: Government Hotel. "Heavier firepower" is exactly what we need to finish this ASAP. Hopefully we can draw it there without it getting interested in the grocery store refugees.
Ranks: United. We need to do a lot of damage in a short period of time; spreading our forces out will be counterproductive for that strategy.
Muster: Combat Teams. Medics aren't so important if this is going to be over quickly.

Looking at the Dragon's known Skills, we absolutely need to take advantage of the Dragon being Maddened here, and lure it into a disadvantageous situation.
Mutable means we need conventional weapons. It has to be at the Government Hotel. Bring everyone who can deal high conventional damage or has a high resistance to transformative damage.
Start Split. A few stray shots from the hotel to lure it in, then an flanking onslaught from a B-team in a nearby building. When it turns to B-team, bring in the real big guns from the Hotel, B-team retreating there if possible. I don't expect it to use TF Healing until it knows it needs it. If there is anyone who can resist or counter TF Healing, then they need to be at the front lines with the Hotel forces for when we start inflicting major damage.

Given that the dragon seems to get stronger from tf energy attacks, my recommendation would be to avoid attacking it directly, instead focusing on defense and seeing if we can wear it down by getting it to use up it's excess tf energy. As such, I recommend Embryon Fields (to give us space to move around and avoid civilian casualties), Spread formation, for better defense and to avoid splash damage, and support + combat teams to help wear the dragon out over time without risking having to rely upon unreliable elements like the prisoners or our injured personnel.
