The owner being half-aquatic race would be the best owner of such a weapon. Able to use it on land, but more versatile in water. "Power over the water element" sounds kind of powerful: It could create a whirlpool, near-boil the water, or summon water elementals too??? Or for fairness' sake, toned down to slices and thrust turn into flying/swimming attacks of long distance, creating torrents to push away foes, or maybe even purify the water and make it super clear and allow great distance of clear underwater sight...? Description of power leaves much to the imagination.
