Mohatu is teaching his grandson how to be a future ruler. But there's so much to learn! Mufasa is always eager to listen to his grandpa, even if that means being separated from his parents when they decide to simply fool around and play with Taka.
As for the King himself, he was happy to know Mufasa would follow his steps even when he rested alongside the greatest kings of the past. But until then, he had to make him strong enough to bare the weigh of a disfunctional family that Mufasa didn't know he had. And Mohatu hoped to be still around by the time his grandson realizes it.

So! In my headcanon either Uru nor Ahadi were interested on being rulers. They just wanted to be lions, even if that meant breaking the status quo. Both of them loved their sons, but they were like children themselves. They wouldn't be able to teach them anything, not even the circle of life! Mohatu is trying his best to guide his grandsons to the right path, but only Mufasa seens to be the one following him. Taka is just taking after his parents.
