The writing at the top is 'preved' in cyrillic and the little label at the bottom says 'medved' in cyrillic. Apologies to anyone who reads cyrillic alphabet and realises how rubbish my writing of the characters is. Literally the writing translates as something like 'Surprise bear' the russian-speaking equivalent of the 'O rly?' meme.
In this case an innocent character of mine has just been exposed to said meme and is utterly bemused. Because I was in a silly mood and felt like drawing a species I tend not to draw much.

Yep, "preved" is a spoiled form of russian "preevet" (Hi!), typical for popular internet slang know as "albanskiy yazyk" (albanian language) or "yazyk padonkof" (scum language) wich purposefully ignores any grammar rules.
P.S. That's generally considered a bad taste to write anything using this slang, howewer lots of people may find it funny.
