The Ruler is a tier 1-A god Trollge that is evil and is powerful to a point that most of his strengths have to be labeled as immeasurable or even irrelevant.

The Ruler has an omniscient intellect, has knowledge of all other incidents, and has but one weakness: .... Garry's Mod players with tool guns. Lol.

And finally.. you know what? Don't even actually get me started on how many powers and abilities he has. O_O
