I changed the Presidential seal to highlight the fact that this is set in an alternate reality. In-universe, the philosophy of the eagle facing towards the arrows is that the president (and the USA as the presidential seal is derived from the Great Seal) must always be ready to defend peace, freedom, and liberty.
Also I think the seal looks cooler with the eagle facing arrows. (Fun fact, President Truman considered adding lightning effects to the arrows to symbolize atomic weapons).

Ah ok, well I see! And I appreciate the clarification. Not to mention that it's a rather interesting fact, what you just mentioned in the second sentence, as it does make sense considering how Atomic Energy does utilize such a herculean amount of energy within its disposal, hence the lighting effects in which Truman was once proposing he would implement onto the Seal's design.
