As the picture shows, the water flows out, and then freezes, so there is a minimal time in between being water, then ice-blade. So the question is: Can you put things into the water, then have it freeze into the blade? If so, enchanted stones or items could boost the ice-blade's efficiency, or the blade could hold tiny items like a golden amulet with the necklace, or a big gemstone (potentially weakening the blade tho' with their presence) and my first idea: Put the two wrists of your foe into the water flow, then the ice blade acts as shackles. If this is done at the tip of the sword, the hands would be bound without much hope to be useful in escaping...also potentially get frostbite if not released in time. Fun options...
Food coloring, poisons...could be quite useful for a rouge, if it produces a poisoned blade, albeit it better be a short sword, katana, saber, maybe even a long dagger or the rouge will be penalized for not having the skill and experience to use it to it's full extent! Rouge: I've mixed a Greater Health Potion into the blade. Let me stab and heal you!
