One issue is the pay and the other issue is that some positions can't be filled unless the person has the right education/certifications.
But education cost money which NO ONE HAS RIGHT NOW!
Good news is at least becoming a phlebotomist is pretty easy so hopefully the Pokemon Center will get that department re-staffed soon.
