Being stuck in serpentine form isn't going to stop Azar from getting some work done! Since he has time to spend until he's back to his regular dragon self, he doesn't have to sit still and stay bored. Being smaller gives him the chance to fix up a few things that are harder to reach as a dragon. It just means he has to be a bit more creative without the use of limbs. Fixing one of the water pipes that carries the water needed to power a nearby steam-based invention seemed like a simple enough task. One thing led to another and the poor serpent now has most of that water flow flowing into him instead!
Hopefully he can wiggle his way off of there before he's found as a large bean-bag of sloshy serpent.

Side note: I still absolutely love how all Azar's dragon features are translated into patterns on his scales like this. Just can't get over how cool it looks!
