So my headcanon is that no, they weren't just flying around when they decided "it's smooching time! cue power ranger theme", but what I think happened instead is that
Ashura was flying around casually, as one does, when she flew close enough in proximity to Avilyn that her fairy senses™ started tingling, so she launched up in the air for some smooch attacks. The good ol' smoochy woochie strategy, a classic!
