Zosma doesn't normally wear business dresses. It's not that she doesn't look good in them, as evidenced very clearly here, but that they aren't very practical for the things she does. On the rare occasion she has to venture into the intricacies of the megacorporate world, usually in espionage, she will dress up for it. Here, she's been selected to be a part of the HR team. Likely to track down or monitor someone specific. Either way, it's a position she's in where she could very easily take people down a peg or two, so best not to get on her bad side. ;)
