Quite fair assessment of this situation, unfortunately. Small businesses need to juggle with a lot, and unless you show some outstanding talent and dedication, there is no point in thinning the payment as is.

Hopefully he’ll find other avenues to get money.

Work for a big company becoming a nameless number and get paid very little or work for a small company and get paid less. At least the small companies pay little because it's all they can afford to. Big companies just ensure the CEO gets their hard earned yearly bonus on top of the salary they barely worked for, if at all. -.- Good that he kept trying for that raise though even if just to know he did his part in standing up for himself.

To our country, it's bribes to the officer so they don't close your shops down. In other parts, protection fee from gang members.
