Smokey is a hardworking bear though it must be quite stressful for him with all that worry about forest fires. Maybe the deer had considered all the fires he'd prevented and maybe that he might do with letting go of some of that stress and maybe a little soothing of his tired feet.
All that laughter will probably be good for getting rid of any stress and honey on the soles and the gentle if raspy tongues will be a good treatment for his feet. Given that he's a hardworking bear though they had to put him in the stocks to make sure he'd stay still. Of course they've saved plenty of honey for him for later.
