I drew this looooong time ago. I still like this concept and might draw something similar again. Also I was messing around with one of my programs and found I really like what medium filter does to some of my work. So I wanted to mess with it with this. If I press medium filter several times... sharpen... then filter a lot again it makes the image look like it was made with water paint or something. It's neat.

And to help with the thought of this piece... the world is not under water. Instead while the city sleeps their dreams in the shape of sea life appear and "swim" through the city. Think ghostly fish. ♥
