There was no longer any strength left in Fox to fight. Fox was defeated by the overwhelming power of General Scales. Not only were communications devices and equipment destroyed, but the crystal staff, which was supposed to be the key to saving the planet, was also destroyed by General Scales. The soldiers of Sharp Crow, who were watching the battle, cheered. At first, many of the soldiers did not direct General Scale's rule by fear, but after seeing this battle, no one said such a thing. The fate of the planet was no longer decided.

In the game, General Scales apparently never had a proper fight and his appearance was cut way back from the schedule.
If he had really put his mind to it, he could have easily crushed Fox's operation.
