It's the Thinkway interactive plush. The only screen accurate Bullseye toy disney have bothered making, and very difficult to find on a toy store shelf here. Either he's very popular and sells immediately, or they didn't make that many of them compared to Buzz and the other characters.
He's fifteen inches tall, or two hands in horseperson language :)
I have his interactiveness turned off because he's really noisy and a complete attention whore.
