Yup, and while it doesn't have a resolution setting, it starts at screen resolution and you can zoom out, so you can really work at any size you want. :D
It supports the ORA file format, which you can get a GIMP plugin for, and is aimed to create a standardized cross-software filetype that's multi-layer, like a photoshop file. :D

Yup. I'm using MyPaint - which is a nifty little free sketch program that showed up in the past few years, http://mypaint.intilinux.com/ . There's a complete windows installer, and it can be built on just about any other system too. They used it for some of the concept art and storyboarding on Sintel. :D
