I my universe, so I have no idea or say here, when power damping or controlling technology seems to be working too well, the person whose power is being controlled is usually doesn't actually need the "power controller" any more. Mama does not need to collar to control her power(s), size, anymore. I don't think she ever did, unless it was some kind of insane growth spurt.
