finally finished foam pipboy 3000.
Fitted to my freakishly tiny wrist.
3 red 5mm LEDs in series with a 150 ohm resistor connected to a leetle toggle switch hot glued (IT WAS LOW TEMP OK?!) to the side of it.
Scroll wheel is set in place and doesn't move YET. Dial knob does move. Screen is empty, I can pop my creative zen in and out of it and play music out the speakers.
Basic foam sheet template cut from http://www.fullmetalsam.com/tutorials/pipboy-3000/ , winged the rest of it.

The original template was for a big meaty dude's wrist, so while the bracer was scaled down to my size, the pipboy itself wasn't. I'm certain photoshop could be used to print out a smaller version of the 3 pages of templates that he provided. I think I'll attempt this pipboy again sometime and scale it down.
