either way this is a pretty common thing, sadly. especially if the "artist" approaches you first.
what they do is act as a middle ground. They find some no-network russian/ukrainian and grab the commission for cheap cheap. then keep the rest of what you paid them. You get art that has been filtered like two or three times, and the artist gets no acknowledgement from the wider world.
