If there's one word to describe Havik, it's dedicated. Despite the chaotic alignment of most toons throughout the toon-iverse, Chief Havik has always been on the side of justice and righteousness. In order to help satisfy his hero complex of fighting the rampant crime that takes place regularly in Big City, he took a position at Security Etc., a private security division of the company that handles, as the name implies, all matters pertaining to security, and ensures only their profits and bottom lines are being protected, key word being "only". This fact always angered the badger who felt he needed to do more than just protect the company, and many heated arguments with the higher ups would lead to him leaving the company all together. After his departure from Etc. Inc., he would go on to create the Big City Police Department, recruiting as many toons as he can to the police force while acting as it's chief. Since then, he's dedicated his life to bringing the various gangs and independent criminals of Big City down as many pegs as he can, and where his motley police force fails, he can be found personally dishing out justice to criminals and thugs alike, usually via a pile drive straight into the ground or being thrown through a brick wall.

As stated before, Havik is dedicated to his fight against crime. He's also gruff and brooding, and can usually be found smoking a cigarette, staring out the window, and monologuing to himself constantly. He believes that he and his force alone are the only things keeping evil at bay, a fact that he very much takes to heart, and that "it's a burden that he is willing to carry for the sake of justice" (his words, not mine)
