Here we have Perdita having gotten large in London, so much though that Pongo needs to hitch a ride on the London Eye to get up to her face. ...yes I know the timeline in "101 Dalmatians" doesn't fit with that...let's go by Roger Rabbit/Rescue Rangers movie rules and say that this is their "actors" having fun. Would also explain why Perdita's so huge, something from another franchise hit her.
Either way, she doesn't seem to mind being this big...
