Sovereign is normally very excited to work with the Legendary Council. Doing important work for the most influential Pokémon in the world is a great honor, after all. But when Borealis reached out, asking for help covering his own "Legendary duties," Sov was less than enthusiastic.
The issue? His mate's job was less high-stakes international politics, more glorified babysitter. Playing caretaker (and occasional bodyguard) to Ambassador Mew's young son was not how Sov wanted to spend his weekend. Sure, it's a cushy role, but it's far too cheerful for this Flygon's taste.

The canon That I have established is that a representative from each and every mythical and legendary is apart of the council.
so while some Legendaries only represent themselves Like, DIalga or Palkia, (cause there is only one of each) they represent major concepts in the world time and space respectively
while legendaries and mythicals we know there are multiples of, like Latios/Latias, Mew's and Shaymin have members that represent them
each and every Legendary also looks after the needs of other Pokemon as well
like Rayquaza representing Dragon types and Lugia Representing Flying types.
So the smol chu's (mew's) dad is on the council and someone has to look after the smol chu when the parents are at the council doing council things :3
