I find that tricky to believe, since vet visits for dogs in summer with burned paws go through the roof. The ground is a harsh mistress, which is why species have evolved hooves to avoid having to directly contact it. Shoes should definitely be more widespread than they are, and people should be aware of how hot pavement is when walking their pets.
