Silkpup/Silk Cloud, and Lightpup/ Light Levin future pups of Circuit Eel. From a further gen of the series~ Two brothers~ The one that looks like Eel is Lightpup, a timid, soft soul. Silkpup is yappy, feisty, troublemaking copy of Eel; but fluffier.

Father is Circuit Eel of Voltaic, mother is Mothfrost Spiritlight of Verdure. Since Mothfrost is a Verdure/Niveous cross, the pups are Voltaic/Verdure/Niveous. Silkpup has both electric and ice based abilities while his more shy brother is just electric.
