Just a suggestion, because there are many of us who can't be glued to our computers/phones to snipe commission slots... perhaps open submissions for a period of time, like a day or so, and then choose from them, possibly by a random number generator?

I have often seen the usage of google forms or from other companies.
They usually can be closed so you could have them open for a specific timeframe like 1-2 days and then close them to pick a winner as Zaereph suggested. This way you avoid a waiting list if you pick from a fresh pool each time.
