If you're trying to assert that a specific humidity should be enough to activate the Swift Swim ability, then that humidity should at least be equivalent to that experienced during rain, which is at least 90%, not 60%. This actually IS achievable without rain in specific climates, like jungles for example, but that's hardly everywhere.
I'll help you though: If you really want to cheese Swift Swim's activation requirement with anime tier bullshit, you'd be best off instead asserting that being under falling water is enough to get the speed boost, and then follow through with that logic by spraying water high into the air, then allowing it to fall in scattered drops to emulate rain fall and then finally abuse that to get short bursts of speed.

No worries the rules of Pokemon are not changed so easily, saying he is working on it does not mean he is achieving it, this merely keeps Duncan busy trying to improve buizel's lot and is an excuse for a pic. Think of Duncan as a modern day Wile E Coyote, always working on something but never succeeding. So far. Good idea though schedule a battle in a grass field being watered with a timed sprinkler.
