Every fire department seems to have some version of Sparky The Fire Dog--Usually a mascot suit. In this case, it's a large animated/motorized plush figure. This gets displayed on special occasions such as parades and open houses. Likely attached to a grab rail on the back of a fire truck and plugged in to the electrical system.
