It's Issue 4, page 21 (well, 19 but this includes the cover and preface).
Also while skimming through (as I've never read the comic nor am I familiar with NIGHTs) I noticed a quality drop after the 3rd issue and wouldn't you know it, it's because the replaced Manny Galan (a fairly good artist for the most part) with Sam Maxwell (a... strange artist who's mediocre for the most part and has a strange artstyle) in the "Penciller (Finishes)" role. I've seen enough of the Sonic comics by the same company to immediately know what those names mean. ^-^". Though even then, Patrick 'Spaz' has seen better days...
