Huh, interesting. Maybe he's just a fan of synthesized J-Pop.
The muzzle looks better than you've drawn dragon muzzles in the past, but it still kinda looks "blocky" to me due to the shading (like a block of wood with one corner sanded to a curve). Ear looks a little detached from the skull, too. I like the overall design and look of him though.
