There's an implicit paradox in play.
The initial impression of the character, especially in the body language, is that of a propogandist at their podium - presenting a serene, opaque face to force a certain perspective on whatever issue they speak of. "Everything's alright", "This is what happened", "No further questions at this time," et cetera.
However, the tiny details you've added - the partially-covered punk graffiti, the choice of clothing, the piercings - imply a very different background for the character. I'd call them a punk and/or a rebel, except for the initial impression.
The contrast implies a hidden element to the image I'm not seeing. Are they there willingly? Has their mindset changed - due to time, circumstances, or outside influence? Is this the original person, or someone pretending to be them?
The choice of tenebrism / chiaroscuro and desaturated palette appear to imply a black-and-white situation, but the grays used are more appropriate for the implicit tone.

An interesting analysis.
Certain elements are going deeper than I intended for the image in the first place, but in the end, I leave it up to the viewer to make up his own mind about what's actually going, since the interaction between the prompt of the image vs. the actual image seems to lead everyone to different conclusions and it's interesting to read those :3

Given the mention of fascism above in the comments, I have a suspicion that according to the lore, this rabbit will mention the solution of the issue regarding predators. Possibly in relation to Canidae.
The use of attributes of subcultures is probably one of the ways to get closer to the target audience in order to more effectively influence it.
This is just one of many examples of developments that came to my mind.
