Both are right, really.
During the production of Planescape: Torment, one team member was french (I think?). He mispronounced it "Siggil" with a flat G . Everyone thought it was so funny, they put it in the game, making it canon.
The average Cage Dweller would call it Sigil with a sharp G, the more scholarly folk would call it Sigil with a flat G. It's a bit like how Caesar's commonly pronounced "Seezar", when originally it would've been "Kaysar"

Also that is the fun/pain of DnD. Happened to some of my players where a paladin like character kept going along with the groups plan before eventually losing their holy magic due to letting too many crimes slide. Thankfully they didnt quit and kept playing :D
