Thankfully, Chet's mark of good will did help the Powers that Be to calm down, allowing for smoother negotiations.
In the end, Neo-Asclepius managed to extract more freedoms for the kaijus from them.
They would still have to wear the cancelling collars, to be guinea pigs of a series of experimentations to calculate the relation between the time spent at human size and the intensity of the backlash growth; and also to figure out their newfound ability to control themselves their size (while Chet was the only one to have shown it, there was no doubt the three others could do it too). They also would still be under the supervision of the Camo Squad.
In return, they'd be free, as long as they respected the supervision and didn't do harm, to stay at their normal size and to play with their new power, and also to see and meet each other again, which they hadn't been able to do freely until then (their universe-sized growth notwithstanding).
Barely the following day, Chet received the visit of Horace.
The rooster was happy to see the tortoise again, and they began interacting happily.
Eventually, Chet helped Horace figure out how to control his own size.
The visitor didn't waste time and began swelling himself larger, his height and bulk rising greater.
The host wouldn't let this stand, of course, and began amplifying his might too.
After a while, they began pushing each other and grappling for dominance.
And thus, Boise found itself living for real a kaiju fight.

Okay, a zero-risk-for-the-city-and-the-citizens kaiju fight, but still!

Wow, Mekal-sensei, you've come up with a terrific story, actually, as always. And the characters are great. And so powerful... I've always loved those anthropomorphs: strong, with huge muscles... The main thing is that the rooster and the kaiju don't start fighting like Godzilla and King Kong in Hong Kong. Or else Horace will trample Chet.
