It's a gouache texture brush, though I can't remember exactly where I got it from. Either BrianAllen or Mrsdrpepper.
However, this effect can be easily replicated by using "Tone scraping, running color spray, or droplet" underneath the airbrush section of CSP. Playing around with the particle size, density, and opacity should help you achieve similar results.
For the flatter stuff like the sun, I just used an opaque watercolor brush
