That's essentially what happens in "She Talks to Angel".

Though definitely more like how it should have happened in the show, sort of fixing a really great opportunity that was missed. That is how most of my ideas for transformations happen too! The "man I wish they had done it this way, or furthered the transformation of" either because they were lazy, or they couldn't make something risque as I would have liked.

Well, it was season 9. They probably didn't have enough time to animate the shapeshifting.

To be fair too, Reddy's has a very different impact and implication than the way they did it on the show. The show it was apparent the two minds simply switched bodies. But here angel actually becomes fluttershy, there isn't really any mind or body switching. It's as if he drank a vial of essense of fluttershy, now has a body that is the same as hers, and the two are not actually connected magically. If you see what I mean? That aside though, Reddy's is far more fun to see and even has fun different implications for how the magics could keep affecting them afterward.
