Incineroar does have a heel wrestler persona, so quite appropriate to be giving someone a faceful of his heels and the rest of his paws. I think judging from Tanner's expression that this was most likely on purpose. Though with Incineroar's tail close to Tanner's feet there's the possibility for a little tickle torture.
