No one says you have to go with what this says 100% Meme's are framework, and can be changed at well.
Also, physical strength, at it's core -is- positive because it can be applied to strength biased weaponry such as melee weapons, or high draw-weight bows. It also shows how much one could lift, or push or carry. It might not be the only thing that matters in situations, or fights, but it does help when those situations arise.
Submissiveness, in this sense is nonsexua If you notice it also says 'too compliant'. It could mean willingness to submit to another person's demands in this case. For example, one is more willing to give into 'evil' ideas when pressured by a person to do so. If one is submissive in the mental aspect, they also are less able to withstand things that require a strong will, like mind affecting spells, for instance. Also 'too compliant' can be attributed to letting people walk all over you, letting people get away with things that one shouldn't, like a roommate that refuses to pay rent, but the character lets it go.

To call physical weakness negative creates an unfair stigma. It implies a might makes right mentality when in fact true might comes from withing. Now granted Conan the Barbarian is a physically powerful character in the first film the he is faced with the Riddle of Steel. This riddle revolves around the true nature of strength. Conan ultimately discerns the answer which is that true strength comes from within. That a sword is only is strong as the resolve of the one who wields it. This idea that physical strength is desirable is the source of many idiotic behaviors that humans exhibit. Especially considering the sort of people who are usually hell bent on acquiring it tend be less than pleasant to be around. At best it just is.
I'd also like to point you Buddhist and Taoist schools of thought as to why being a domineering leader is not always such a desirable trait.

Your focusing on the mental aspect of strong/weak. This is the physical aspect of strong/weak. Not all strong people are muscle bound warmongers, as shown by your Conan example. Also, the way 'submissive' is used here is not meant to be 'physically weak' nor does it actually mean peaceful. It means 'willingness to submit to another's will,' in this case. At the same time, what you say can be true as well. It's not the strength that truly matters, it's how you use it. Which I think is your point XD
