Quite simply, he lacked proper mental stimulation. At home, the only book in the house was the good one, and it didn't come off the shelf very much. He didn't learn to read when he was in the circus, and Loki Liesmith made sure that he was kept at kindergarten levels for reading and TV. Sally was the first person to actually treat him like something more than a manchild.
