Mr. Frank "Foghorn" Leghorn was the first-ever rooster on Cartoonia at the time of its opening in 1950 (1895 Cartoonia Time). He was actually created from the Godbrush in mid-1946 when Walt Disney shared its discovery with fellow animators Fritz Freleng and Chuck Jones. Initially living in Toontown just outside LA, Mr. Leghorn, like all the other Cartoons who had previously lived there, had his mind wiped of his memories of that place in the hours before Cartoonia was officially inaugurated on the first Foundation Day or June 3rd, 1950. Mr. Leghorn was given retroactive memories of having grown up the son of a wealthy planter near Danville, Virginkia, and coming to inherit the large farm as well as becoming the boss of the tenant farmers who worked the land.

Frank set the standard when it comes to Cartoon roosters raising the sun with their crowing, and this crowing, though non-musical in nature, earned him the nickname of "Foghorn". Frank would also come to be known for his jovial attitude and for his exclamations, such as "I say!" and "I do declare!" Mr. Leghorn would ultimately pass away on the night of April 4th, 1990 (1935 Cartoonia Time), clearing the way for Richard Williams, and later Richard's surrogate son Chanticleer, to take over as the main rooster on Cartoonia. Frank "Foghorn" Leghorn never married and never produced any heirs. His official cause of death was listed as congestive heart failure, but a conspiracy persists to this day that Mickey Disney had him poisoned.

Richard Williams told Chanticleer stories of "Foghorn" Leghorn, and aside from his surrogate father, Chanticleer saw "Foghorn" as someone else to look up to. Chanticleer even imitated "Foghorn"'s long-voweled Virginkian accent when impersonating him just for laughs.
