This is actually a model rocket--an Odd'l Rockets Vortico of the 18mm variety. Basically a motor mount with laser-cut basswood rotors. Takes 18mm compressed BP rocket motors with "0" time delay. Gave this model a white base coat, then applied neon-color nail polish to make it really stand out. No moving parts and the model spins in flight for helicopter recovery demonstration.

Woah! I remember building something similar to this from plans in a model rocketry magazine back in the 1970s. It only had two "Wings" though, and it made a neat "ZvvVVUUUUTT!!" sound as it took off. The wind caught it and it landed in the "Forbidden Zone" of the big Nursery next to the school yard. I never saw it again.
