The sajjas were found during an outsider's colonization on their oceanic planet. The council forbade settlements on occupied worlds, but the sajjas somehow evaded all sensors before foreigners touched down and constructed their industries. They were still in their tribal stage, but through excruciating paperwork and loose interpretation of law the council instead boosted the sajjas to a 'space-age' species.

The whiplash has troubled their race, more than a little culture shock--but it would force them to reinvent their traditions. And their population is few. Their exotic nature is fancied by many, and the council attempts to keep them all in one place to prevent thinning the herd across the galaxy.
